With the rapid development of the chemical industry, the manufacture and use of chemicals increasingly becomes a double-edged sword. On the one hand, there are tens of millions of chemicals registered and over 20 new chemicals come into being every day, bringing much convenience to our life and work. On the other hand, chemicals can pose tremendous hazardous threats under certain conditions, as is manifested in the frequently occurred accidents triggered by the malpractice of hazardous chemicals. To better protect the environment and human health, competent authorities in different countries and regions across the globe have either put forward new regulatory regimes or strengthened current regulation implantations. As the last deadline of 2018 for EU REACH registration comes close, ECHA updated various guidance documents to facilitate registration before 2018 and also conducted compliance checks on substances registered previously. As the deadline of June 30 for the submission of the 1st annual report under K-REACH has just passed, the competent authority in South Korea is likely to conduct compliance checks over these reports. In Taiwan, the phase one pre-registration of existing chemical substances just came to a close on March 31, unveiling the late pre-registration. China has witnessed far too many chemical accidents these years, indicating many loopholes in the safety management of hazardous chemicals storage and transport.
Differences in the requirements and scope of chemical regulations in different countries pose great challenges to manufacturers, importers and exporters in Taiwan.
